Attorney General James Uthmeier announced that the Florida Department of Law Enforcement has arrested Alexander Dean Francis, a 33-year-old resident of Winter Springs. The arrest took place in Flagler County on August 28, 2025. Francis faces 38 counts related to the criminal use of personal identification information.

“Targeting seniors and exploiting their identities to commit voter fraud and change our state’s constitution is abhorrent and an affront to our republican form of government,” said Attorney General James Uthmeier. “My office will continue to hold petition fraudsters accountable and protect the sanctity of the Florida Constitution.”

According to investigators, Francis worked as a registered paid petition circulator gathering signatures for a constitutional amendment supported by Smart and Safe Florida. Authorities allege that he submitted hundreds of fraudulent petitions at Supervisor of Elections offices across the state, including many in Flagler County. At least 35 victims—many over age 60—reported their personal information was used without consent.

Francis is charged with one count of criminal use of personal identification information involving more than 30 victims (a first-degree felony) and 37 counts relating specifically to using identification belonging to victims over age 60 (second-degree felonies). The Attorney General’s Office of Statewide Prosecution will prosecute this case.

If convicted, Francis faces up to thirty years with a ten-year mandatory minimum for the first-degree felony charge and a combined total possible sentence of 585 years for all charges. He will be booked at Seminole County Jail; bond has been set at $210,000.
