The Florida Seaport Transportation and Economic Development Council (FSTED Council) has elected new officers for the 2025-2027 term. Joshua Revord, Port Director at Port of Fort Pierce, will serve as Chair. The council is responsible for advancing Florida’s economic development by implementing seaport capital improvement projects at the local level. Its membership includes port directors from all 16 of Florida’s deepwater seaports, as well as representatives from the Florida Department of Transportation and FloridaCommerce.
“Florida’s 16 deepwater seaports are major economic drivers for the state, moving over 100M tons of cargo each year across the globe, and turning Florida into the ‘Cruise Capitol of the World’. Our ports play an essential role in supplying critical commodities, like food, fuel and healthcare supplies, that are fundamental to our daily lives, economic stability and overall well-being. Florida’s ports are also strengthening the economic potential for the state, by expanding workforce opportunities in traditional port trades, while further developing those skilled professions that are essential to support maritime dominance initiatives, including a renewed focus on shipbuilding, the mega yacht industry, and assisting in the state’s space initiatives. Joshua Revord is a native of St. Lucie County. He leads the St. Lucie County Department of Port, Inlet & Beaches and works with county commissioners on port development and coastal management. Revord holds professional engineering credentials in Florida along with degrees in ocean engineering from Florida Institute of Technology and coastal and oceanographic engineering from University of Florida.
Joseph Morris has been named Vice Chair. Morris began leading Port Everglades as CEO and Port Director in July 2024 after previous leadership roles with Massachusetts Port Authority. He has a background in business management from University of Phoenix and holds additional certifications in operational efficiency.
Lance Scott will serve as Secretary. Scott brings experience from his career in port operations and logistics management to his current position as Port Director at Port of Pensacola. A retired Rear Admiral with more than three decades in the U.S. Navy, Scott graduated from U.S. Merchant Marine Academy with further studies at Naval War College.
The FSTED Council continues its mission to support infrastructure improvements that contribute to statewide commerce through its leadership structure composed primarily of senior port officials.
