USDA announces economic assistance for producers through ECAP with sign-up till August 2025

The United States Department of Agriculture (USDA) has announced the availability of economic assistance through the Emergency Commodity Assistance Program (ECAP). The sign-up period for this program will remain open until August 15, 2025. Pre-filled applications will be disseminated to producers who certified their acres with the Farm Service Agency for the 2024 crop year.

In response to the passage of a short-term Continuing Resolution (CR) in December 2024, which allocated $10 billion for economic assistance, the USDA is providing aid to producers to counteract the adverse impacts of the weak farm economy. Congress directed the USDA to distribute this assistance within 90 days of the CR’s enactment.

“The assistance is intended to help producers alleviate the effects of the weak farm economy,” a USDA representative stated. The program will allocate up to $10 billion to issue economic assistance payments to producers of eligible commodities for the 2024 crop year. These commodities include corn (including silage and popcorn), wheat, sorghum, barley, upland and ELS cotton, long and medium grain rice, peanuts, soybeans, other oilseeds (such as canola, crambe, flax, mustard, rapeseed, safflower, sesame, and sunflower), dry peas, lentils, and large and small chickpeas.

The USDA plans to make an initial payment using an 85% payment factor and aims to provide a second payment contingent upon the availability of additional funding.
