The Center for Education Reform (CER) has once again ranked Florida as the top state in its 2025 Parent Power! Index. This marks the fourth consecutive year that Florida has achieved this distinction. The Parent Power! Index assesses educational opportunities across states, focusing on school choice policies and support for flexible learning models.
Governor Ron DeSantis expressed satisfaction with the ranking, stating, “Florida is—yet again—ranked #1 on the Parent Power Index by the Center for Education Reform.”
Commissioner of Education Manny Diaz, Jr. emphasized Florida's leadership in educational choice: “Florida is leading the nation in school choice, placing the power back into the hands of parents, where it belongs,” he said. He further noted that Florida's consistent top ranking is due to a strong commitment to providing choices to parents.
Beyond its standing in CER’s index, Florida also holds several other notable rankings. It is ranked number one for Education Freedom by both the Heritage Foundation and the ALEC Index of State Education Freedom. Additionally, Florida secured the top spot on the EdChoice Friedman Index and was ranked second overall in education by U.S. News and World Report.
