Florida Attorney General James Uthmeier has filed a lawsuit against several online pornography distributors, alleging that they have failed to comply with the state’s age verification law designed to protect minors from explicit content.
The legal action targets Webgroup Czech Republic, NKL Associates, Sonesta Technologies, Inc., GGW Group, and Traffic F. These companies operate websites such as XVideos.com, XNXX.com, BangBros.com, GirlsGoneWild.com, and TrafficFactory.com. According to the Attorney General’s office, these sites are accessible for free and attract hundreds of millions of visits worldwide each month, including several million from Florida residents.
Florida’s HB 3 law took effect on January 1, 2025. It requires commercial entities distributing sexually explicit material harmful to minors online to verify that users are at least 18 years old before granting access. The Attorney General alleges that despite knowing about this requirement, the named companies have not implemented age verification measures.
“Multiple porn companies are flagrantly breaking Florida’s age verification law by exposing children to harmful, explicit content. As a father of young children, and as Attorney General, this is completely unacceptable,” said Attorney General James Uthmeier. “We are taking legal action against these online pornographers who are willfully preying on the innocence of children for their financial gain.”
In April 2025, Uthmeier sent letters to two of the companies demanding compliance with state law but received no response or change in practice from them.
The lawsuit seeks to compel these businesses to follow HB 3 and also invokes the Florida Deceptive and Unfair Trade Practices Act. The suit argues that the defendants’ actions constitute unfair and deceptive business practices aimed at building a large user base in Florida that includes minors.
